I did some experimenting and found that Invidious works. It seems to be a bit hit and miss though. Newpipe works, you have to enable it in the settings. The first time I tried a video it failed but I reloaded it and it worked. yt-dlp worked but I couldn't choose the quality (but it downloaded the highest quality so that's ok). You can set up yt-dlp to work with mpv and watch the videos in mpv using the "Open With" extension in your browser. Long story short there are several ways to get around this without spending money on a VPN.
