You should build the image with BuildKit and the dockerfile syntax >= 1.3. Using a build mount (RUN —mount) you can mount a local folder into the builder instance. Here you can find an example for apt: https://github.com/moby/buildkit/blob/master/frontend/dockerfile/docs/syntax.md
