You could hook up an Arduino the OBD2 port and read the rpms that way (see the links API doc) and make a board that controls the led colors. https://github.com/sandeepmistry/arduino-OBD2
I actually made an RPM shift light that works wirelessly through an obd2 adapter and an esp32 you can check that out here link You can even change the rpms that it needs to hit in order to light up the next color set.
