While not entirely what you're looking for, XBackBone might be one you could look at mostly since it's lightweight. Unfortunately, it doesn't tick the community album/description guidelines but might be something if you're looking to scale back a bit.
Personally using Linx for me to share stuff with friends. Bonus for me was the file expiry so as to now clutter my little VPS

It seems the real discussion should be on nextcloud/notifications#117. It seems reasonable to close an issue on chat notification sounds until the issue on notification sounds in general is solved. If you want to argue for anything to be reopened, I'd suggest that last one. Also note that they did say they are open to PR's that solve the issue. The people arguing it can be done could in the mean time prove they are right by 'just' building it themselves.
