    Recently found this fairly new program https://github.com/sezanzeb/input-remapper that is pretty slick and really oughtta be included in all the end user oriented linux distros once it has become mature. I have not used it to play with the scroll wheel but it might help. It helped me to make me keyboard act normally after spending WAY too much time trying to figure out the various traditional tools.
