Not super relevant, but perhaps of interest: Swift itself no longer internally depends on Foundation or CoreFoundation as of August 2019 https://github.com/apple/swift/pull/26630
FWIW, there are people working on SwiftUI ports to other platforms, including on Linux backed by GTK
