What's that gotta do with being Open Source? https://github.com/obsproject/obs-studio is there as it always will be and it will also be Free on Steam either. It'll just be another medium to advert such great product, at the cost of hundred dollars to publish it on Steam.
Unless someone else is abusing the name (doesn't necessarily be the original creator), OBS Studio would be like https://github.com/blender/blender versus https://store.steampowered.com/app/365670/Blender/. It's you assuming everything should be priced to make it closed source.
An official solution is best of course, but in the meantime I've been using this plugin to great effect. Note that it's sound effects, not a visual notifications.
Actually, OBS slipping onto Steam like this without any trace on the repos is weird for an open source community project. ...well there's a mention here, but nothing current on it and it's just a pull request, not an accepted task: https://github.com/obsproject/rfcs/pull/30
