You can easily setup a VM using a Docker image to compile a windows app. There are also such things as OSXCross. https://github.com/tpoechtrager/osxcross

2- quickemu (https://github.com/quickemu-project/quickemu) is a wrapper around the emulator qemu (which android emulators are built on btw). With it it's possible to run other operating systems, such as you're sitting on a linux laptop like me and you need to have a full windows / macos system. It's similar to VMware, but completely open and its documentation tells you how to automatically download the guest OS images so there's a lot less pain involved. And there's where licenses kick in. So if you own any kind of windows license, piece of cake. Though I must tell you that it's illegal to run OS X on a hardware that's not sold by apple, even if you have a license to run OS X. So say, the laptop I'm typing in is linux. I can totally run OS X with quickemu, connect to it through ssh and have apps running like adobe digital editions and other proprietary software never available for linux. Though I must not do that because it's not legal. Take that as you may.
