The list of points don't seem to include development, e.g. core Perl features, funding people to go through https://github.com/perl/perl5/issues and help triage (or fix!), or more funds to support grant requests. So, I think the title here isn't quite accurate: it sounds like the marketing committee, a subset of TPF, wants $100k for Perl promotion.
