Yes, and they shouldn't have done that, because it's not standard on Windows and pollutes the user folder. Per-user files are supposed to go into Documents, roaming AppData, or local AppData depending on whether they are supposed to be visible to the user and whether they should be copied with roaming profiles. And in fact, there is a proposal to fix it.
