For MQTT you need a broker (e.g. Mosquitto) to receive the data and you subscribe to the data from the broker too. That broker is on a server anywhere you like as long as sensor, actuator and any other logic has connectivity to it. Can be local or on the Internet. Some brokers can connect via websockets which would include JavaScript. And of course any other programming language.
