According to Isaac, Rust didn't meet his criteria for being simple or having good compatibility with C Wayland libs. The project wlroots-rs tried to use Rust to wrap the C Wayland libraries, but it was complicated to use, and the project was abandoned. You can read more about this here. It goes into detail on the specific aspects of Rust that made things complicated. I think it was related to how Wayland handles monitors being unplugged, which made for messy lifetimes/ownership in Rust. Honorable mention to smithay which appears to be in active development.
