Try photoview for less resource intensive photos hosting with face recognition. Doesn't have as many features as photoprism but I've found it to my liking. Although I feel performance has regressed a bit after the redesign https://github.com/photoview/photoview/

One other thought that I've only seen tangentially mentioned - have you tried pre-generating previews (https://apps.nextcloud.com/apps/previewgenerator). Perhaps the default on-the-fly method is falling down for some reason.
