Citra core has currently gone months without receiving any updates. There are some issues waiting to be fixed and changes waiting to be merged. If you can use the standalone version and it works fine, it might be the best option until core maintenance is resumed and it gets the latest updates from upstream.

Yes, if you use Windows simply go to the official website, download the file, and after downloading it, unzip and run the file citra-qt.exe. This is pretty much the same process as with RetroArch, so probably you should have no problems.
