I've installed Ubuntu Server in a QEMU VM on my M1 MacBook, and can switch it to use the efficiency or performance cores so it doesn't affect battery life. I have a blog post explaining it:

I do a similar thing using Lima (which uses Qemu under the hood) https://github.com/lima-vm/lima
(I'm not a fan of Docker, but unfortunately work on some projects that use it)
