IaC tools include terraform and pulumi (my strong preference) which are vendor agnostic. If you're using vendor specific ones you can use CDK and Cloudformation for AWS. If you're talking about local (as in your own machine) you can spin up mock infrastructure using localstack (see https://localstack.cloud/) but this supports AWS only. You can also simulate some services using docker-compose if you're using containers.
