You said they have no relatives here so I guess it’s not dependant visa. They cannot get spouse visa since they are both Indians. They haven’t got work visa yet like you said. The only option left is to get a student visa and you can work only part time for that one. It’s impossible to get work here if you come on a visit visa, the rules are very strict. McDonald’s or burger king… nobody will hire you on a visit visa. Ask them to her one person, either the husband or wife to get an interview to get a work visa, maybe IT job in the health sector is a suggestion. Get a job here, stay in a shared rental at first and then gradually bring the spouse to UK. ( research shortage occupations and other resources in www.gov.uk site) In London , even the cheapest one bedrooms you have to pay above 1000 pounds a month plus the utilities. They will burn through savings very fast. Nobody starting in UK ever stays in London , maybe in a shared rental, it’s crazy expensive
