If you want pop shell, which is actually pretty good as it has both gnome, some extras and a tiling window manager feature. You should check out pop shell which they them-self (system76) maintain.

If you still want to layer cosmic on top then you can get the official one. But you need the pop-shell first. IMHO don't get cosmic. I have pop OS in one of my machine for about 4 years now, I can say it's not worth it. Pop-shell on the other hand is pretty sweet.

Other options are to try endeavour's wm themes, i3 and bspwm are pretty good. Looks pretty decent and can look sick af if you read a bit on how to customize (i have to warn you it's like cocaine, if you get hooked.). Nothing beats customization and efficiency (memory as well as your work flow) better than a self customized WM. They have good tiling as they pioneered tiling and the pop launcher is quite similar to rofi. Here are some examples of rofi launcher.
