You should by default move from SQLite to Cloud SQL not Cloud Firestore nor Firestore. Unless if you actually plan to use the firestore features.Your data set isn't that large I don't see why you are changing from a relational to a non-relational database if you aren't going to use it's features. Probably use https://github.com/dimitri/pgloader after making a sql dump of your sqlite database.
