Option #1 can be accomplished by using two unofficial tools hosted on github: OfflineInsiderEnroll and MediaCreationTool.bat (specifically the Skip_TPM_Check_on_Dynamic_Update.cmd script). As this option is unsupported it's quite possible that a future update might completely hose the system (which is why I only use this on my "canary in the coal mine" 3rd laptop I don't care about and wouldn't be heartbroken if I had to clean install down the line. I know I'm taking a risk running dev channel builds of Windows 11 on a 2013 HP laptop, and I've made my peace with that.)
