  • I think u/beklog already talked about how Bitcoin is an open source project although I would argue that it is not completely decentralized. This is because the main repository (https://github.com/bitcoin/bitcoin) is controlled by Bitcoin Core so even though it’s open to contributions there is a centralized party that controls the repository. It’s theoretically possible to start another repository since the protocol itself is decentralized but it’s actually quite hard to do so.
