Hey there, yes, there is not a rule about it, however there is best practices set to the semantic versioning (check https://semver.org/). Normally, big companies tend to follow these practices because it is easier to scale and rely on later. If you check topic 4 of SemVer, you are going to see that major version 0 ALWAYS means initial development, not production ready. And yes, companies can try to follow their own practices, however it's kind of hard to maintain that especially with their employee rotation, so they probably use SemVer. Just for curiosity.
