Sublime Text used to be my top-tier favourite IDE no questions asked - but Sublime Text 4 suuuucks and I find myself actively fighting against it these days with all of its annoying autocompletes. Sublime Text 3 is probably still good for a few years before it starts to feel outdated, though!
1.) What I really consider important is to have a plug manager. There's a lot out there, the one that I've found pretty useful is the vim plug since it's really simple to use. (Like, I don't think you want to complicate your life just to get your environment running)
