I am obviously biased but I'd recommend GFM https://github.com/Historical-Expansion-Mod/Greater-Flavor-Mod, it adds a lot of flavor, QoL improvements and content. GFM gets updated literally every day, it's constantly getting expanded, if you want to check out current updates we have a section on the Victoria 2 modding discord: https://discord.gg/fbQV4eBa3K. Right now my focus as main dev is on the more cultures submod that adds more pop detail that would slow down the main mod too much, while the other devs are working on the dismantle rework behind the scenes.
