I think you missed xournalpp which is pretty active with great functionality imo.
rnote is another annotator to potentially keep an eye on. It's pretty barebones since it was only created a month ago but it could become something someday.
For me Doom-Emacs does everything I need. It has pdf-tools incorporated. Everything works like highlighting, annotations ...
