is there actually a free alternative to hub.docker.com? You can't do so much now as a free account. And my second question is, is only the Docker desktop in professional use chargeable? So if I install docker-ce and docker-cli on Linux, am I in the free opensource area? I can't really figure it out on the Docker website. Thank you for your answers!

Yep. It can be hard to find the Windows CLI by itself, they seem to be published here but no guarantee that continues since it looks like a personal effort: https://github.com/StefanScherer/docker-cli-builder/releases
(You could also build it yourself from https://github.com/docker/cli/ but that's a pain)
