Most GNU/Linux OS distros are just skins (Rice up the GUI + Drop a wallpaper pack = call it an OS). Too many resources are wasted to this endeavor, while neglecting core components that will attract more users. I'd say less than 20% of distros actually work and innovate, the rest? Ricing / Skinning.
