I would choose a software early on to use to create your VN, and learn it's pros and cons. I am personally using "Visual Novel Maker", as the action interface is significantly easier to understand for a non-coder like me. That said, I often run into technical difficulties trying to get the game to do one thing or another; it's not enough to simply reskin an existing template that the software may provide. There are other applications, like Tyranobuilder, and RenPY, that may do what you need better, but I would research them beforehand first.
