That's not true at all. See: all partial hydration tools. https://astro.build can do it just fine. It's user error if you run into issues.
And as far as SEO is concerned, you're right that its hard to tell how well an app is optimized for SEO with SSR/SSG versus without. I have however, noticed an improvement in my sites' SEO using Next. While that could be because I didn't optimize my CRA based apps for it, its definitely far easier to do with Next. Especially if you use something like next-seo to manage it for you.
