I think the great hero in Rust that solves this conflict is crater. With the visibility it provides into the Rust ecosystem, it turns the absolute "breaking change bad" into a negotiable "how much breakage can we tolerate". Some repositories of libraries similar to crates.io have appeared in the C++ world (e.g. JFrog ConanCenter), and I wager that something similar to crater would help.
