Usually I use Terragrunt for this. It does have a learning curve, but it will take care of most of the boilerplate for you. It lets you use variables and generate providers and remote backends along with other helpful functions. It also supports dependencies between modules, so you can pass module outputs around, and it will run them in the correct order.
