Anyways, I'm not sure about services you could use that "just work". There are things like https://postgrest.org/ that take an existing db and just generate a rest API for it, but it still requires some learning and documentation digging to make sure it's secure. I also like the "postgraphile" project which does the same thing but with a graphql api instead of a rest one.
If you just want to develop and not worry about costs - you could also look at LocalStack which mimics AWS locally!
