You're absolutely right that there was a bug that triggered significant CPU use. The good news is that knopp@ landed a fix for that issue in flutter/engine#24232. As /u/David_Owens states, the fix is in the app template itself, which means that all newly-generated apps will have it, but older ones will need a patch as described in the link he posted.
