    aria2 is a lightweight multi-protocol & multi-source, cross platform download utility operated in command-line. It supports HTTP/HTTPS, FTP, SFTP, BitTorrent and Metalink.

    Alternatively you could look at something like Aria2, I wouldn't call it a torrent client really but it does handle torrent duties well & is purely CLI like rTorrent.

    I don't know what this is referring to. Transmission is always updating and at the same time releasing their GUI and CLI clients. Version 3.00 was released more than a year ago doesn't mean the CLI or anything is abandoned, see their latest development in the GitHub repo.
