You can use SagerNet (https://github.com/SagerNet/SagerNet) as the client on Android, then enable 'Enable HTTP inhound' and 'Append HTTP Proxy to VPN' in settings. In this way, apps that can use system HTTP proxy will go through the proxy. In order to make Telegram work, add a proxy that points to the local SOCKS5 proxy started by SagerNet.
You can also use Clash for Android (https://github.com/Kr328/ClashForAndroid), it has an option that provides the same functionality, and the option is enabled by default. Please note that it has two variants, only the foss one is fully open-source.
