    There is a java framework called Vaadin which I've used extensively. It is used to make backend and frontend with a single java application. Though, you can (and in my opinion should) use css and js as separate files, even though everything can be done in pure java (or at least embdding css into the java file, like component.setStyle("color: #00FF00;"); etc. )
