I dont know how to downgrade (I tried using steam console and manifests but it didnt work for me) However i had this issue earlier, I copied my 1.16.1 plugins folder to the main plugins and downloaded BSUtil from github to fix the glitchy menu and most mods are working (its at least playable. I also did the same for custom Avatars as that wasnt working in the new version either.
