I would reccomend you look into the open Python Software Manim. This is the program 3Blue1Brown uses to create his videos. I'd argue this is the closest you're going to get to what you're asking for.

Manim is a good recommandation, and probably what OP is looking for. I also want to add a similar alternative: Processing. Both being "line of text based", but the later is slightly easier to use. It's however more oriented toward visual arts/procedural graphics than 'literal maths visualizations' (as in 3b1b).
