serverless-dns
The RethinkDNS resolver that deploys to Cloudflare Workers, Deno Deploy, Fastly, and Fly.io
If the goal is merely using Cloudflare, there are at least two projects, serverless-dns and doh-cf-workers to deploy a DoH endpoint on workers.dev subdomain (or any domain if OP own one) for free. The overhead is tiny, directly calling Cloudflare DoH gives me 16 ms latency, while my own deployment of those projects gives 24 ms latency.

But they will likely be the fastest by virtue of physics, they're on Jakarta so should be the fastest for anyone on Java (I don't think anyone is running a public DNS server on Surabaya or Bandung). If you're on Sumatra, then the Medan-Singapore link might mean the Singaporean serves are better. For other islands, ¯\_(ツ)_/¯ you'll have to install Bulldohzer yourself and test any of these DoH upstream
