If you're willing to go without ENB, give DXVK-Async a shot. Made a big difference on my ancient CPU, might or might not help on yours.
As you can see, it has its own way of forcing AF (you can change value), so disable it elsewhere. There a more available switches in the wiki, but I haven't found any other that would make a difference for SSE.
