Use «external» Healthchecks (own hosted or healthchecks.io ). Use one of your lan devices (could be even RaspberyPI, Mikrotik router or OpenWRT - should have internet and be 24/7 running) to ping and send messages to Healthchecks. It needs to have cron and curl or wget. This is how I use this service to monitor my home

You could give a try to statping (https://github.com/statping/statping). From what I know it works fine with localhost, has a nice GUI and many outputs (slack, mail, sms, we hooks...).
