I pinged the maintainer, he thinks it might be that you have the initscript from an old package, or possibly an old package entirely. If you cannot update the package, download the new init.d script from here: https://github.com/openwrt/packages/blob/master/net/i2pd/files/i2pd.init and place it into /etc/init.d on your OpenWRT router and try starting i2pd again.
