Unfortunately MonoGame (and C#) is pretty low level compared to the event-driven DOM programming a browser handles. If you're looking for a UI framework, check out ImGui.NET. It isn't event driven, but it's a fantastic starting point with fast integration into the MG/XNA framework (see also Monogame.ImGui)
