It does look like they plan to eventually build the RStudio client itself for ARM but they seem to want to include this with a much larger switch to Electron: https://github.com/rstudio/rstudio/issues/8652 (note: some users have cluttered that issue with unrelated comments about R itself and support for ARM R using RStudio, which does now work).
