For your requirements, if i was creating JUST the https://stownpodcast.org/ site I would use Symfony. That way you can use things like Twig but only really pull in components you need/want. If you want to have a nice back end to manage the content, then by all means use Drupal or Wordpress, but IMO it's too much overhead unless you have a team of non-technical users who need to manage it. The majority of the work here is going to be recreating that theme.
