It's youtube-dl not dll. On windows you don't need python, but this (https://www.microsoft.com/en-US/download/details.aspx?id=5555). I also recommend ffmpeg. Then read this (https://github.com/ytdl-org/youtube-dl/blob/master/README.md) and choose the options you need. For testing purposes it would be better to download only one video and not a whole channel, until you got your config ready. That's all you need and should be easy enough to understand.
