Cinder is a community-developed, free and open source library for professional-quality creative coding in C++.
As far as an existing engine goes I would recommend Urho3D (or RBFX a fork of Urho3D) . The engine is surprisingly complete and capable and pretty slim compared to most other engines with similar feature sets. It supports scripting, but everything can be done directly through C++ as well. It has a graphical editor, but you an do everything through source code if that's your preference.
