Give us a list of what is in the pack. You can use https://github.com/MelanX/ModListCreator to generate that list. Simply export your pack, extract the manifest.json and run that program. I recommend reading the page.
It could get bad enough where you would have to use a tool like https://github.com/Querz/mcaselector/releases download region files and edit the chunks where the problems are manually.
In the case where things are on the ground, a clear lag plugin or mod will help. You're on forge, I recommend converting to a Mohist server (I haven't tried to see if Mohist could be used for a client pack tho) if you can, even if you're not going to use plugins, but you can, such as clear lag. https://mohistmc.com/ it's actually better that https://spongepowered.org
