If the project does not specifically have a policy against it, it's reasonable to wonder whether their contributors have looked at GNU coreutils code. In fact, we know that at least one of the contributors have done just that, because part of the code references GNU coreutils code.
5500 lines of C code do not translate to 700 lines of Rust code. Those are obviously completely different implementations.
