I haven't heard of anything like that so far. If you wanted to write something like that yourself, the simplest starting point would probably be to extend miniserve's --upload-files mode with support for WebDAV, etc.
It's not Rust, and it's not finished either, but you might be interested to know that owncloud is being rewritten in Go.
